Synopsis
Frank Skeffington brigue un sixième mandat de maire. Mais ses vielles méthodes sont moins efficaces que les nouveaux moyens employés par son adversaire. Il perd ainsi le soutient des puissants industriels. Il se lance alors seul dans la bataille, n'hésitant pas à ruser pour remporter les suffrages.
